Ms Germaine Chua is the Senior Vice President and Head of the Industry Manpower Development Division at the Singapore Economic Development Board (EDB). She drives strategies and initiatives to develop and attract talent, to ensure Singapore has the workforce it needs to enable the continued growth of key industries.

She also develops strategies to ensure that economic and industry growth continues to create good jobs and opportunities for Singapore and Singaporeans.

Prior to joining EDB in December 2023, Germaine held a variety of roles in the Singapore Civil Service. This includes strategic planning in the Prime Minister’s Office (Strategy Group), where she was also Special Assistant to Singapore’s Head of Civil Service; policy making in the Ministry of Transport, and diplomacy in the Ministry of Foreign Affairs, where she was based in the Singapore High Commission in Kuala Lumpur, Malaysia from 2016 to 2018.

Germaine graduated from Oxford University with a Bachelor of Arts in Philosophy, Politics, and Economics, and Harvard University with a Master of Arts in Regional Studies: East Asia.
