Carolyn Milligan is the APAC & EMEA Benefits Director at Kantar, where she leads strategic benefits design and delivery across diverse markets. With over 20 years of experience in global HR—spanning international mobility, compensation, benefits, and workforce architecture—Carolyn brings a unique blend of operational insight and strategic foresight to her work.

Previously Head of Global Mobility, she has witnessed the evolution of mobility from a transactional function to a critical enabler of talent strategy. Her approach combines curiosity, creativity, and a strong common-sense mindset, always with a focus on employee experience and business impact.

Carolyn holds a degree in Psychology and Sociology from London Metropolitan University and is UK CIPD qualified. She is a frequent speaker on the changing landscape of global mobility and benefits, and will be serving as a judge in the “Best Compensation and Benefits Lead” category for excellence in the international relocation space.
